Why will he not let me kiss him?

Ex moved out b/c it didnt work out w/him living here, I agreed. I thought that we would resolve things after, the only problems were bickering (due to him living here). Now he says he doesnt want a relationship w/anyone. I'm fine with that. He says he will be friends w/me. I thought we would have a good time/laugh & if the mood strikes, make out, hug, whatever. But he said if we are friends he doesnt want to be that kind of friend and I am not to touch him b/c he said that would be considered dating. If you are attracted to someone who claimed they love you a few weeks ago then why couldnt we see where it goes and if it happens it happens, thats no pressure. I dont want him as a boyfriend, but definatly wanted to get back to the good times of b4 he moved in (he was only here for 2 months) he is adament that he will push me away if I try anything, but SURE, we can hang out strictly as platonic friends. What the hell is going on? He has no one else.
