Is Oakland a "bad area" of California? ?

Please settle a bet: My fiance says that Oakland is not a "good" area to reside within in California. He compares it to Compton and Detroit as far as crime etc. I say this is not so. After all .. that's where Mr Cooper was hangin' right !? lol Is Oakland a notoriously "bad" or tough area?
