Why won't Madden 10 superstar mode pick up free agents?

I play Madden 2010 for the PS2 (I prefer playstation for sports over the 360, and don't wanna spring for a PS3). In both Madden 09 and Madden 10 while I play superstar mode, NO team will pick up free agents in the off season. They sporadically pick up lesser free agents during the season to conpensate for injuries, etc. But they don't pick up BIG name free agents (Julius Peppers, Tom Brady, Peyton Manning). I've played an entire year and then simmed year 2 to see if that would work, it didn't. Has anyone else run into this issue, if so, is it a game issue or perhaps a console one. I thought that MAYBE when it happened in 09 to 2 different discs, it was a fluke, but doing it again makes me wonder. PLEASE HELP!
