DELETING HARD DRIVE QUESTION 10 POINTS!!! read?

My computer was not loading and kept freezing whenever i would turn it on (the windows login would load an allow me to log in) then when i got to the "home page" with all the desktop icons it would freeze at about 5 seconds, i thought i had a virus and inserted the emergency norton virus disk and it said no virus, then i used a gov. program to delete the harddrive and it said virus, cont y or n (yes or no) so what will happen if i delete the whole hard drive, will i be able to re install windows xp if i have the disk and will i be able to re istall all the other programs i have disk to, not sure what to do, deleting the hard drive as a last resort because if norton is not detecting the virus it must be pretty serious, any other suggetings anyone? 10 points, thanks and God bless!
