Can we cash a check made out to cash, that was found?

We found a check payable to cash in the amount of $20 in the parking lot, would we get in trouble if we cash it since it wasn't meant for us, but since it's payable to cash it can pretty much belong to anyone. And seeing how it's only $20, it's not that much I mean it costs more to put a stop payment on it. Whats the worst that can happen??
